This S8 is carrier Unlocked which should work with any carrier as T-Mobile, AT&T etc.. I think this is different from the EOM Unlocked which prevent the modification of the bootloader to root the phone, or to flash a different OP ROM. I want to turn on the OEM Unlock but could not find the option anywhere on the Settings.

Did you tried rooting your device already? If did and failed try to install stock ROM and try root again. Do that only if you are very determined to root it. :-)
Don't forget to backup your data before flashing it though.
