My Note 4 is showing a splash page of "Samsung Galaxy Note 4................powered by Android" white letters against a Black screen and cycling on and off every 6-7 seconds. I cannot get into Safe Mode, I cannot get into the Recovery Boot Mode. I can get into Download mode, but at a loss how that helps me. Any suggestions?

That's because your phone is in android boot loop. Try these steps to resolve it ; http://www.samsungsfour.com/tutorials/how-to-resolve-android-boot-loop.html

I appreciate the response. I have tried these steps and none of them work.
I can only get into "Download" mode. (volume down instead of volume up)
I was able to get into "recovery" mode one time, but it did not reboot or release the boot or whatever it needs to do to unfreeze this phone.
Left me wondering if I should have wiped the partition cache instead. Wish I could get back to that screen and try it, but now the phone is just interminably cycling on and off to the splash screen and then off, then back on, then back off...UGH....
Any more thoughts?

cheers!

Even in this stage if you do the steps properly as described in the link then you will be able to resolve the issue. How could I confidently tell this? Because few days before I was also having the same issue on my galaxy s5 and I managed to get into recovery mode and was able to resolve the boot loop issue.
